Abstract

The failure of systems theory to live up to its initial potential was due to the difficulties encountered when  attempting to test it. The theory’s high level of abstraction made operationalization problematic, while  subsequent models opened up the “black box” to reveal a daunting mass of complexity. So crushing was  its collapse that systems theory exists within domestic politics in name only. As a remedy, this paper applied novel approaches in both the contextual and organizational spheres and produced a model capable of being  operationalized.
